Strategic Planner/IT Strategist
This is a short-term position, running through 12/31. Follow-on is possible, but not guaranteed.
* Must have a Secret security clearance or be able to obtain a Department of Defense security clearance.
Location: Crystal City
The IT Strategist develops and implements strategic plans and short-term tactical plans to determine, develop, implement, operate, and support an organization's IT portfolio. In developing and implementing plans, the IT Strategist primary focus is the IT portfolio. However, the IT Strategist collaborates with other team members to take other disciplines such as enterprise architecture, business processes, documentation requirements, IT infrastructure and tools, as well as continuity of operations and disaster recovery into consideration.
Responsibilities:
Provide subject matter expertise on IT portfolio management
Provide IT strategic and tactical guidance and serve as the client advisor for IT portfolio management
Perform analysis and develop plans to form the vision and direction to transform an organization
Develop appropriate methodologies, frameworks, and approaches to address client objectives, driving the organization toward efficient and effective business results
Communicate the value and relevance of conducting the planning and transforming the organization
Facilitate stakeholder work sessions focused on transforming the organization and making decisions that balance and prioritize the competing interests of individual stakeholder groups
Manage the implementation of the IT portfolio based upon the strategic and tactical plans
Plan, coordinate, integrate, and advocate positions as related to the IT portfolio
Work with customers to establish and maintain excellent working relationships, resolve issues, and promote team services and capabilities
Requirements:
Bachelor s degree in a related field preferred, or equivalent combination of education and experience. Masters degree in a related field is a plus
7+ years of experience with creating, supporting, or executing federal government information systems, strategies, governance, or transformation
3+ years of experience with providing federal government IT consulting support in a specialized area, including IT portfolio management, systems investments, enterprise architecture, business processes, or knowledge management
Experience in strategic and tactical planning of the IT portfolio at the executive level
Required Skills:
Ability to initiate and sustain trusted senior-level sponsor relationships
Understanding of public sector enterprise planning challenges, processes, and practices
Ability to demonstrate business and technical knowledge on strategic and tactical planning as well as portfolio management practices, methods, and tools
Ability to analyze systems, operations, and management problems
Ability to gather, document, and communicate business requirements, system and application requirements, and technical requirements
Ability to perform business process re-engineering
Ability to perform risk management
Ability to conceptualize and develop solutions, formulate problem statements conducive to application of analytical methods, and development of analysis methods and approaches
Experience in a broad scope of applications and uses of analysis methods, such as requirements analyses, system and subsystem definition, program and project analyses, evaluations, cost-benefit analyses, and planning
Ability to drive project timelines to completion with a cross-functional team
Ability to lead SDLC programs and projects
Ability to develop and present content in a concise, professional manner
Desired Skills:
Knowledge of organizational change concepts and interventions
Broad understanding of government mandates related to business and technology management
Knowledge of federal government IT legislation, policy, and drivers, including the Clinger-Cohen Act, OMB Circular A-130, and electronic government
Knowledge of DoD and Federal Enterprise Architecture frameworks and implementation
